Job Duties

1.       Develop and implement HR strategies and initiatives aligned with the overall business strategy
2.       Bridge management and employee relations by addressing demands, grievances, or other issues
3.       Manage the recruitment and selection process
4.       Support current and future business needs through the development, engagement, motivation, and preservation of human capital
5.       Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
6.       Nurture a positive working environment
7.       Oversee and manage a performance appraisal system that drives high performance
8.       Maintain pay plan and benefits program
9.       Assess training needs to apply and monitor training programs
10.    Report to management and provide decision support through HR metrics
11.    Ensure legal compliance throughout human resource management
12.    Analyzes wage and salary reports and data to determine competitive compensation plan.
13.    Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.

17.    Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
18.    Writes and delivers presentations to corporate officers or government officials regarding human resources policies and practices.
19.    Recruits, interviews, tests, and selects employees to fill vacant positions.
20.    Plans and conducts new employee orientation to foster positive attitude toward Company goals.
21.    Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
22.    Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
23.    Advises management in appropriate resolution of employee relations issues.
24.    Responds to inquiries regarding policies, procedures, and programs.
25.    Administers performance review program to ensure effectiveness, compliance,and equity within the organization. Administers salary administration program to ensure compliance and equity within the organization.
26.    Administers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
27.    Investigates accidents and prepares reports for the insurance carrier. Coordinates Safety Committee meetings and acts as Safety Director.
28.    Conducts wage surveys within labor market to determine competitive wage rate.
29.    Prepares budget of human resources operations.
30.    Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
31.    Prepares reports and recommends procedures to reduce absenteeism and turnover.
32.    Represents the organization at personnel-related hearings and investigations.
33.    Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services.

Education Requirement

1.       A bachelor's degree in a field related to personnel management, such as business administration, industrial relations, commerce or psychology or completion of a professional development program in personnel administration is required.
2.       Several years of experience as a personnel officer or human resource specialist are required.
3.       Some employers may require human resources managers to hold a Certified Human Resources Professional (CHRP) designation.
